Electronics procurement and compliance in India

A practical guide for procurement teams and brand owners: what to put in an RFQ, how to assess a manufacturing partner, and which Indian certifications to check before electronics are bought or sold.

By Panache DigiLife · Updated 19 October 2026

Electronics manufacturing RFQ checklist

A good request for quotation lets suppliers price the same thing, so you can compare answers fairly.

  • Company background and the purpose of the purchase
  • Product category and intended application
  • Required features and target specification (mark must-haves versus preferences)
  • Quantities: pilot, first order, annual forecast
  • Branding: logo, colours, packaging, documentation, language
  • Software: operating system, image, licences, device management
  • Certifications required for your market and channel
  • Quality expectations: inspection levels, test reports, acceptable failure rates
  • Warranty, service levels, spare parts and repair process
  • Delivery schedule, location and incoterms
  • Payment terms and the format for the quotation
  • Confidentiality: sign an NDA before sharing designs

Supplier evaluation checklist

  • Is the company legally registered, and are its listed details verifiable?
  • Does it manufacture in-house, and can you visit the facility?
  • Which product categories has it actually delivered?
  • What quality certifications does it hold (for example ISO 9001), and are they current?
  • Can it show valid registrations for the exact products you will buy?
  • What testing happens at incoming, in-line and final inspection?
  • How are design changes, defects and returns tracked?
  • Who provides after-sales service, and where?
  • Can it share references for comparable projects?
  • Is it financially stable enough for your contract length?

Compliance in India: what to verify

Requirements depend on the product and change over time. Treat the list below as a starting point and confirm the current rules with each authority before you buy or sell.

BIS Compulsory Registration Scheme (CRS). Under the Electronics and IT Goods (Requirements for Compulsory Registration) Order, many products must be registered with the Bureau of Indian Standards before sale. The BIS list includes laptops, notebooks and tablets, set-top boxes, monitors and display units, power adapters, wireless keyboards and UPS units, mostly tested to IS 13252 (Part 1), with televisions under IS 616. Each registered model carries a registration number, which you can verify on the BIS website.

CCTV cameras. A MeitY notification of April 2024 brought CCTV cameras under the Compulsory Registration Order together with cybersecurity Essential Requirements, such as secure firmware updates, encrypted communication and no hard-coded passwords. Testing is done by STQC or BIS-recognised laboratories. Check the current enforcement status and ask for the test certificate for the exact model.

Telecom equipment (MTCTE). The Department of Telecommunications requires notified telecom equipment, such as many routers, switches and customer premises equipment, to be tested and certified under Mandatory Testing and Certification of Telecom Equipment, administered by the Telecommunication Engineering Centre (TEC).

Wireless devices (WPC). Equipment that uses licence-exempt radio bands, such as Wi-Fi and Bluetooth, may need Equipment Type Approval from the WPC Wing of the Department of Telecommunications. Applications run through the DoT's Saral Sanchar portal.

E-waste (EPR). Under the E-Waste (Management) Rules, 2022, in force from 1 April 2023, producers, manufacturers, refurbishers and recyclers of listed electrical and electronic equipment, including IT and telecom equipment, must register on the CPCB EPR portal and meet recycling targets.

Public procurement. Government buyers apply the Public Procurement (Preference to Make in India) Order, which gives preference to suppliers that meet local-content thresholds, and many purchases run through the Government e-Marketplace (GeM). Ask suppliers for their local-content declaration where it applies.

How to verify a certificate

  1. Ask for the certificate or registration number, not just a logo on a brochure.
  2. Check it on the issuing authority's website.
  3. Confirm the scope: the exact model, brand, manufacturer and factory must match what you are buying.
  4. Check the validity date and any conditions.
  5. Keep a copy with your purchase records.

Frequently asked questions

How can buyers verify a product's certification?

Ask for the certificate or registration number and check it on the issuing authority's website. Confirm that the product, brand, manufacturer, model and factory fall within its scope, and that it is still valid.

Does every electronics product require the same certification?

No. Requirements depend on the product category, its technical features (such as radios or telecom interfaces), its intended use and the rules in force. Confirm the requirements for the specific product before procurement.

Do laptops need BIS registration in India?

Laptops, notebooks and tablets are on BIS's Compulsory Registration Scheme list, so each model needs a valid registration before sale. Verify the registration number on the BIS website.

Do CCTV cameras need certification in India?

Yes. Since a 2024 MeitY notification, CCTV cameras fall under the Compulsory Registration Order with cybersecurity Essential Requirements tested by STQC or BIS-recognised labs. Confirm the current enforcement status and ask for the model's certificate.

How can a buyer evaluate an electronics manufacturing partner?

Assess technical fit, documented manufacturing capability, quality processes, valid certifications, communication, references and commercial terms. Ask for evidence for important claims and, where possible, visit the facility.

What should an electronics RFQ include?

The application, required features and specification, quantities, branding, software, certifications, quality and warranty expectations, delivery schedule and payment terms. The checklist on this page covers each item.
